Section 6. The membership year shall be November
1st through October 31st. Membership dues will be due and payable
at the annual conference. Any member of the Association will
be terminated from membership for nonpayment of dues on November
1st.
Section 7. Members shall only hold one membership
in the Association.
Section 8. The Association will not limit
the number of members.
Section 9. A record of the name and address
of each member shall be kept by the Association.
Section 10. No member in the Association shall
transfer their membership or membership rights to another individual.

Article IV - OFFICERS
Section 1. The elected officers of the Association
shall consist of a President, a Vice President/President-Elect,
a Secretary and a Treasurer. The President shall have the discretion
of appointment of a Historian.
Section 2. Officers of the Association shall
be elected by majority vote of the active members of the Association
as described in Article III Section (1)(2). Such election to
be held by mail ballot and/or electronic e-mail ballot preceding
the WASFAA meeting of the Association. Wherein possible, the
officers shall include representation from all types of institutions
(university, community college, proprietary and private schools).
To hold an office you must be an active member of NAFAA.
Section 3. The term of office for elected
and appointed officers (known as President, Vice President/President-Elect
and Secretary) shall be a one year term from May 1st through
April 30th inclusive. The exception is the Treasurer officer;
this office will consist of a two year consecutive appointment.
Section 4. Upon completion of the one-year
term as Vice-President/President-Elect, such person shall become
President of the Association and serve a one year term.
Section 5. No elected officer may succeed
for more than two consecutive terms in an office.

Article V - EXECUTIVE
COUNCIL
Section 1. The Executive Council shall consist
of the current President, Vice President/President-Elect, Secretary,
Treasurer, and the immediate Past President. Whenever possible,
the Executive Council shall include representation from all
types of institutions (university, community college, proprietary
and private schools).
Section 2. In the event that one of the institution
types is not represented on the Executive Council, the President
may appoint a representative-at-large from the segment.
Section 3. The Executive Council shall act
on behalf of the Association between meetings.

Article VI - DUTIES
of OFFICERS
Section 1. The President shall preside at all
meetings of the Association and perform such duties that pertain
to that office. The President shall represent Nevada Association
of Financial Aid Administrators (NAFAA) at all Western Association
of Student Financial Aid Administrators (WASFAA) Executive Council
meetings.
Section 2. The Vice President/President-Elect
shall assist the President and in his/her absence shall have
all the responsibility and authority of the President. The Vice
President/President-Elect shall automatically become the President
of the Association at the conclusion of the President's regular
term of Office.
Section 3. The Secretary shall assist the
President in conducting meetings, conferences, and communications
with members and maintaining the minutes of each meeting.
Section 4. The Treasurer shall be responsible
for membership records, receipt and expenditures of funds for
the Association. The Treasurer will provide a Treasurer’s
report to the association bi-annually and quarterly to the Executive
Council. An audit will occur with the transition of a new treasurer.
Section 5. The Historian, if appointed, shall
be responsible for maintaining the history of the Association,
including the bylaws, conference activities, and memorabilia.

Article VII - VACANCIES
of OFFICERS
Section 1. If a vacancy occurs in the Office
of the President, the immediate Past-President of the Association
if eligible and willing to serve on the Executive Council shall
serve as President. If the immediate Past-President of the Association
is not eligible or willing to serve, the Vice President/President-Elect
shall automatically become the President.
Section 2. A vacancy in the office of the
Vice President/President-Elect will be filled by a vote of the
active members through special election.
Section 3. A vacancy of the Secretary or Treasurer
shall be filled by appointment of the Executive Council until
the next regular election of officers.

Article VIII -
COMMITTEES
The president shall appoint, subject to the approval of the
Executive Council, such committees as are deemed necessary to
carry out the functions of the Association. These may include
the following: membership, legislative, conference, nomination,
training, community outreach and scholarship.

Article IX - NOMINATION
Section 1. The nomination committee will develop
reasonable nomination and election procedures. Notification
will be by mail and/or electronic e-mail to the active members.
The mailing is to take place within 60 - 180 days before the
Western Association of Student Financial Aid Administrators
(WASFAA) Annual Membership Conference.
Section 2. The nomination committee shall
submit via mail or electronic e-mail, a ballot for the nominations
of person to run in the election, to the active members within
60 - 180 days before the Western Association of Student Financial
Aid Administrators (WASFAA) Annual Membership Conference.
Section 3. The nomination committee shall
select the two top nominees from amongst the candidates for
each office.
Section 4. The nomination committee shall
submit via mail or electronic e-mail, a ballot of candidates
that have been chosen for the purpose of running for office,
to the active members within 60 - 180 days before the Western
Association of Student Financial Aid Administrators (WASFAA)
Annual Membership Conference.
Section 5. The election shall be held by mail
ballot and/or electronic e-mail ballot. The majority of votes
received will determine the new elected officers.

Article X - MEETINGS
Section 1. The Association shall meet bi-annually.
One meeting, the annual conference, shall be determined by a
majority vote of the Executive Council. The second meeting will
be held in conjunction with the Western Association of Financial
Aid Administrators (WASFAA) Annual Conference.
Section 2. The Executive Council will meet
quarterly or more as needed.
Section 3. Annual conference shall serve as
workshops with representatives from federal, state and other
agencies invited to participate.

Article XI - VOTING
Section 1. Each active voting member shall
have one vote on any action submitted to the members of the
Association.
Section 2. Each active voting member shall
have one vote for election of officers.
Section 3. One-third of the active members
of the Association shall constitute a quorum at any meeting
of the Association.

Xll - AMENDMENTS of BYLAWS
Section 1. At least a one-third vote of the
active members is required to amend any or all parts of the
bylaws.
